Your table’s rules

Count in order from 1 to 21. At 7 say 14; at 14 say 7.
The person reaching 21 becomes Governor and adds one rule. Rules accumulate, up to 6.
3 completed runs to 21, then results. Rules stay until a fresh rematch.
Mistake consequence: restart at one, no points lost. A person confirms mistakes. Passing never costs a point.
